    Tangshan Customs to expand the scope of paperless customs clearance
    THE Tangshan Customs in northern China's Hebei province plans to expand the scope of paperless customs clearance by introducing a new China Customs manifest management system to further enhance the competitiveness of Chinese enterprises, reports Xinhua. The Tangshan Customs has introduced the paperless customs clearance pilot reform in August last year, which allows shippers to submit documents electronically. Computers judge the risk level of each consignment. If the risk is low and the shipments meet requirements, they will be tracked more quickly with clearance being instantly sent to both the shipper and stack yard. By continuous improvement of risk parameters of the computer system, optimisation of allocation of resources, strengthening of ability of risk judgment and improvement in other customs supervision links, enhances efficiency, allowing shippers to have faster service. Paperless customs not only enhances efficiency and offers faster services to shippers, but also helps save the cost for printing, courier delivery, keeping and transport of the traditional paper materials. Thus far, the electronic manifests handled by Tangshan Customs accounted for 51.3 per cent of the total. Class AA enterprises, such as Tangshan Iron and Steel Co Ltd, are reported to benefit significantly from this reform, resulting in 100 per cent enhancement in clearance efficiency and 50 per cent reduction in clearance.
